M\u00eb 3 Shkurt 1999 qe transformuar n\u00eb shoq\u00ebri aksionare (sh.a.) M\u00eb 15 N\u00ebntor 2013 ANTA do em\u00ebrtohej &#8220;Albcontrol&#8221;, sipas zyrtar\u00ebve emri i ri duhej &#8220;p\u00ebr t\u00eb qen\u00eb sa m\u00eb pran\u00eb identitetit shtet\u00ebror dhe komb\u00ebtar&#8221;.<\/p>\n<p>Pati qen\u00eb supozuar t\u00eb ishte jo vet\u00ebm em\u00ebr i ri, por dhe di\u00e7 si fillim i ri, di\u00e7 si fillim-mbar\u00ebrsi p\u00ebr tutje, n\u00eb akord me avancimet moderne teknologjike, n\u00eb akord me planet e synimet, dhe kuptohet me ambicjet e aspiratat. Albcontrol \u00ebsht\u00eb shoq\u00ebri aksionare me kapital 100% shtet\u00ebror, 100% pron\u00eb e Ministris\u00eb s\u00eb Financave dhe Ekonomis\u00eb s\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Her\u00ebt o m\u00eb von\u00eb gjithkush riorganizohet dhe ia rinis pun\u00ebs s\u00eb vet. Psh. edhe DFS &#8211; Deutsche Flugsicherung e Gjermanis\u00eb si kompani qe ristrukturuar n\u00eb v. 1993, nd\u00ebrsa ANTA (Agjencia Nacionale e Trafikut Ajror, pararend\u00ebsja e Albcontrol) do ia fillonte &#8220;rinism\u00ebs&#8221;, riorganizimit t\u00eb vet n\u00eb v. 2013.<\/p>\n<p>Kuptohet se Albcontrol operon n\u00eb p\u00ebrputhje me standardet nd\u00ebrkomb\u00ebtare t\u00eb lundrimit ajror. Q\u00eb nga v. 2003 \u00ebsht\u00eb an\u00ebtare e EuroControl, dhe nga v. 2009 an\u00ebtare e CANSO (Civil Air Navigation Services Organization). Po ashtu, nga Janari 2016 Albcontrol \u00ebsht\u00eb an\u00ebtare me t\u00eb drejta t\u00eb plota e CANSO (Europe).<\/p>\n<p>N\u00eb faqen e tyre zyrtare, thuhet se &#8220;organigrama&#8221; e kompanis\u00eb \u00ebsht\u00eb &#8220;n\u00ebn rikonstruksion&#8221; e sip\u00ebr, dmth. jan\u00eb duke e rishkruar p\u00ebr ta ripublikuar t\u00eb fresk\u00ebt, sapo t&#8217;jet\u00eb e gatshme publiku do ket\u00eb qasje. Sidoqoft\u00eb, me fillimin e ri, me investimet rreth p\u00ebrmir\u00ebsimit t\u00eb infrastruktur\u00ebs, me em\u00ebrtimin e ri, si kompania e vetme shqiptare e k\u00ebtij lloji (n\u00eb pron\u00ebsi 100% nga shteti shqiptar), Albcontrol synon p\u00ebr ta p\u00ebrfaq\u00ebsuar sa m\u00eb mir\u00eb Shqip\u00ebrin\u00eb dhe sh\u00ebrbimet q\u00eb i ofron, dhe k\u00ebshtu p\u00ebr t&#8217;u p\u00ebrafruar me kompanit\u00eb e tjera simotra evropiane.<\/p>\n<p>T\u00eb &#8220;krahasohej&#8221; Albcontrol bie fjala me NATS (t\u00eb Britanis\u00eb), apo ta z\u00ebm\u00eb me DFS (t\u00eb Gjermanis\u00eb) do ishte sa e pamundur po aq dhe e panevojshme. N\u00ebse kihet parasysh historia e zhvillimeve, duhet th\u00ebn\u00eb se Shqip\u00ebria ka b\u00ebr\u00eb me aq sa ka mundur, Abcontrol ka p\u00ebrparuar me aq sa ishte e arritshme dhe realistike brenda mund\u00ebsive t\u00eb veta. N\u00ebse ekonomia shqiptare gjat\u00eb 2-3 dekadave t\u00eb fundit t&#8217;na ishte n\u00eb &#8220;rrethana&#8221; tjera, padyshim dhe ANTA ose Albcontrol mund t&#8217;ishte ndryshe &#8211; dihet se t\u00eb gjitha jan\u00eb dhe, ose ishin t\u00eb lidhura me faktor\u00ebt ekonomik\u00eb.<\/p>\n<p>Infrastruktura s&#8217;\u00ebsht\u00eb e gjith\u00eb &#8220;pasqyra&#8221; e nj\u00eb kompanie, por n\u00ebse fotot e tanishme krahasohen me ato t\u00eb 2013-s , sikur dhe me vet\u00ebm kaq&#8230; mund t\u00eb hetohet &#8220;dallimi&#8221;. Dhe imagjino, n\u00ebse t\u00eb &#8220;gjykohej&#8221; ndryshimi bazuar n\u00eb foto, nga 2013 deri 2023 fjala \u00ebsht\u00eb p\u00ebr vet\u00ebm 1 dekad\u00eb&#8230;<\/p>\n<p>***<br \/>\nThuhet se Aeroporti &#8220;N\u00ebn\u00eb Tereza&#8221; \u00ebsht\u00eb aeroporti m\u00eb i madh dhe m\u00eb i ngarkuar n\u00eb Shqip\u00ebri. Hm, e leht\u00eb t&#8217;jet\u00eb m\u00eb i madhi dhe m\u00eb i &#8220;ngarkuari&#8221;&#8230; q\u00ebkur deri dje dhe ishte i vetmi aeroport. Deri n\u00eb v. 2021 kur qe inauguruar dhe Aeroporti Nd\u00ebrkomb\u00ebtar Zayed-Flatrat e Veriut, n\u00eb Kuk\u00ebs si investim i Emirateve t\u00eb Bashkuara Arabe (EBA &#8211; andaj aeroporti dhe e mban emrin e Sheikut Zayed).<\/p>\n<p>Po ashtu thuhet se Aeroporti &#8220;N\u00ebn\u00eb Tereza&#8221; \u00ebsht\u00eb i 7-i m\u00eb i ngarkuari aeroport n\u00eb Ballkan. Por \u00ebsht\u00eb pak\u00ebz interesante se, n\u00eb k\u00ebt\u00eb drejtim t\u00eb gjitha shtetet e Ballkanit b\u00ebr\u00eb s\u00eb bashku, s&#8217;mund t\u00eb &#8220;shtyhen&#8221; me 1 Greqi (mbi 64 milion\u00eb pasagjer\u00eb). N\u00eb v. 2019 pas Greqis\u00eb, sa i p\u00ebrket volumit t\u00eb pasagjer\u00ebve vinin Bullgaria, Kroacia, Serbia. Tutje, n\u00eb vendin 5 t\u00eb list\u00ebs vinte Shqip\u00ebria me 3.338.147 pasagjer\u00eb. Kosova ishte e 6-a, me 2.373.698 pasagjer\u00eb. Pas tyre vinin Maqedonia Veriore, Mali i Zi, Bosnja dhe H., Sllovenia.<\/p>\n<p>M\u00eb 23 Prill 2005 Aeroporti Nd\u00ebrkomb\u00ebtar i Tiran\u00ebs sh.p.k. do i jepej me koncesion gjerman\u00ebve. Koncesioni p\u00ebrfshinte nd\u00ebrtimin e nj\u00eb terminali t\u00eb ri pasagjer\u00ebsh, p\u00ebrmir\u00ebsime t\u00eb ndryshme t\u00eb infrastruktur\u00ebs, nd\u00ebrtimin e nj\u00eb rruge t\u00eb re p\u00ebr qasje, parkingje t\u00eb reja dhe nj\u00eb ur\u00eb mbi rrug\u00ebn e vjet\u00ebr t\u00eb hyrjes n\u00eb aeroport. Aeroporti do b\u00ebhej i &#8220;gjerman\u00ebve&#8221; p\u00ebr nj\u00eb periudh\u00eb 20-vje\u00e7are.<\/p>\n<p>Aksioner\u00ebt e aeroportit do ishin Hochtief AirPort GmbH (tani <em>AviAlliance GmbH<\/em>) me 47% t\u00eb aksioneve, DIE 31.7% (Deutsche Investitions- und Entwicklungsgesellschaft &#8211; Kompania Gjermane e Investimeve dhe e Zhvillimit) dhe Fondi Shqiptaro-Amerikan i Nd\u00ebrmarrjeve (AAEF) 21.3% t\u00eb aksioneve. Nga investor\u00ebt qe krijuar nj\u00eb lloj konzorciumi &#8220;Tirana Airport Partners&#8221;, kompania e aeroportit e mbante titullin Tirana International Airport sh.p.k. (TIA). N\u00eb p\u00ebrgjith\u00ebsi, pronar\u00ebt e TIA thoshin se nga v. 2005 deri 2016 p\u00ebr zhvillimin e aeroportit qen\u00eb investuar 70 milion\u00eb \u20ac.<\/p>\n<p>Sipas CAPA (Centre for Aviation), duke e n\u00ebnshkruar marr\u00ebveshjen koncesionare Hochtief AirPort GmbH (tani <em>AviAlliance GmbH<\/em>) e pati b\u00ebr\u00eb nj\u00eb lloj &#8220;k\u00ebrcimi n\u00eb t\u00eb panjohur\u00ebn&#8221;, pati rrezikuar shum\u00eb. Teknikisht marr\u00ebveshja shqiptaro-gjermane ishte nj\u00eb koncesion i ashtuquajtur &#8220;BOOT&#8221; (koncesion NZOT &#8211; Nd\u00ebrto, Zot\u00ebro, Opero, Transfero).<br \/>\nDhe k\u00ebshtu, n\u00eb Prill 2005, me 78.7% t\u00eb pron\u00ebsis\u00eb s\u00eb aksioneve nga gjerman\u00ebt, konzorciumi e pati marr\u00eb p\u00ebrsip\u00ebr menaxhimin e aeroportit me koncesion 20-vje\u00e7ar. Pas 20 viteve, me mbarimin e koncesionit, qen\u00eb akorduar q\u00eb aeroporti do t&#8217;i kthehej qeveris\u00eb p\u00ebr nj\u00eb tarif\u00eb t\u00eb pacaktuar.<\/p>\n<p>Pothuaj fare ngjash\u00ebm si\u00e7 dhe &#8220;Adem Jashari&#8221; i Prishtin\u00ebs u \u00ebsht\u00eb dh\u00ebn\u00eb turqve me koncesion &#8211; edhe turqit duhej t\u00eb nd\u00ebrtonin me terminale e me gjith\u00e7ka. &#8220;Adem Jashari&#8221; qe privatizuar n\u00eb Maj t\u00eb v. 2010, marr\u00eb nga Limak Kosovo International Airport J.S.C, me kontrat\u00eb 20-vje\u00e7are sipas modelit (NZOT). Me fjal\u00eb &#8220;ndryshe&#8221;, aeroporti privat i turqve, pas 20 vitesh (n\u00eb v. 2030) pritet t&#8217;i &#8220;transferohet&#8221; Kosov\u00ebs. N\u00ebse turqit do ia shesin &#8220;Adem Jasharin&#8221; ndokujt tjet\u00ebr s&#8217;e kemi iden\u00eb, urojm\u00eb t&#8217;mos e shesin.<\/p>\n<p>Derisa 2-3 vite m\u00eb par\u00eb me ri-nacionalizimin e aeroportit &#8220;N\u00ebn\u00eb Tereza&#8221; u g\u00ebzuan gjith\u00eb shqiptar\u00ebt anemban\u00eb, n\u00ebse do ri-nacionalizohet dhe &#8220;Adem Jashari&#8221; i Kosov\u00ebs ndonj\u00ebher\u00eb, s&#8217;e dim\u00eb. P\u00ebr arsyet ekonomike-afariste shqiptar\u00ebt qen\u00eb shtr\u00ebnguar 2 aeroportet e tyre komb\u00ebtare-nd\u00ebrkomb\u00ebtare t&#8217;ua shisnin t\u00eb tjer\u00ebve. Sepse vet\u00eb s&#8217;kishin mjete p\u00ebr t&#8217;i nd\u00ebrtuar, dhe as p\u00ebr t&#8217;i operuar. N\u00eb v. 2030 koncesioni i turqve p\u00ebr &#8220;Adem Jasharin&#8221; mbaron. Bukur, si\u00e7 e pam\u00eb m\u00eb lart, edhe &#8220;koncesioni i N\u00ebn\u00eb Terez\u00ebs&#8221; pritej t&#8217;i transferohej Tiran\u00ebs n\u00eb v. 2025 (anise gj\u00ebrat pat\u00ebn &#8220;ndryshuar&#8221;).<\/p>\n<p>N\u00ebse ri-nacionalizimi i &#8220;Adem Jasharit&#8221; do ndodh\u00eb s&#8217;kemi si ta dim\u00eb. Sidoqoft\u00eb, p\u00ebr fat t\u00eb mir\u00eb, as turqit ende s&#8217;din\u00eb n\u00ebse do e shesin &#8220;Adem Jasharin&#8221; apo jo. N\u00ebse turqve eventualisht u mbushet mendja p\u00ebr shitje, at\u00ebher\u00eb urojm\u00eb q\u00eb dhe kosovar\u00ebt n\u00eb momentin e duhur do i ken\u00eb ~100 milion\u00eb \u20ac. Nj\u00ebsoj si\u00e7 i pat\u00ebn Kastrat\u00ebt e Shiqp\u00ebris\u00eb. Urojm\u00eb q\u00eb ndonj\u00eb Pacoll-patriot kosovar (n\u00eb stilin Kastrato-shqiptar) ta ri-nacionalizoj\u00eb dhe &#8220;Adem Jasharin&#8221;.<\/p>\n<p>***<br \/>\nPadyshim \u00ebsht\u00eb k\u00ebnaq\u00ebsi t\u00eb punosh me gjerman\u00ebt. Pas n\u00ebnshkrimit t\u00eb kontrat\u00ebs at\u00ebher\u00eb n\u00eb v. 2005, nuk i &#8220;h\u00ebngr\u00ebn&#8221; fjal\u00ebt, e zbukuruan Rinasin me terminalin fringo t\u00eb ri. Anise dhe gjerman\u00ebt p\u00ebr terminalin shqiptar e pat\u00ebn zgjedhur nj\u00eb arkitekt malajzez. Thuase s&#8217;kishte arkitekt\u00eb t\u00eb mjaftuesh\u00ebm as Gjermania as Evropa, u desh t\u00eb zgjedhej nj\u00eb nga Azia. At\u00ebbot\u00eb me iden\u00eb e vet arkitekturale pati fituar nj\u00eb arkitekt nga Malajzia : )<\/p>\n<p>N\u00eb rregull, biznesi biznes, arkitekt\u00ebt arkitekt\u00eb, terminali s&#8217;doli as jofunksional dhe as i pahijsh\u00ebm. P\u00ebrkundrazi \u00ebsht\u00eb terminal i bukur, ka funksionuar dhe funksionon p\u00ebr bukuri. S&#8217;qe ankuar kush as at\u00ebher\u00eb, dhe s&#8217;ka nd\u00ebrmend t\u00eb ankohet kush ndonj\u00ebher\u00eb. Skicat dhe planet arkitekturale qen\u00eb p\u00eblqyer nga t\u00eb dyja pal\u00ebt, fillimisht nga vet\u00eb gjerman\u00ebt + nga shqiptar\u00ebt. Mir\u00ebpo mosankesa p\u00ebr terminalin nuk ishte garanci se shqiptar\u00ebt her\u00ebdokur s&#8217;do ankohen p\u00ebr ndonj\u00eb di\u00e7 tjet\u00ebr &#8211; psh. p\u00ebr &#8220;monopolizimin nga gjerman\u00ebt t\u00eb aviacionit civil shqiptar&#8221;.<\/p>\n<p>Shkrova &#8220;s&#8217;ka patur ankesa&#8221; sepse sipas meje ka dhe terminale t\u00eb &#8220;sh\u00ebmtuara&#8221; aerodromike. Dikur para nj\u00eb dekade (si shembull, ishte di\u00e7 si humorek\u00eb) pata shkruar se aeroporti i Vjen\u00ebs \u00ebsht\u00eb i &#8220;zi&#8221;. N\u00eb Vjen\u00eb \u00e7do gj\u00eb ka shijen e memerit t\u00eb zi. Thuase aeroport titan\u00ebsh a megatron\u00ebsh, kush mund t&#8217;i bjer\u00eb n\u00eb fije \u00e7&#8217;ka dashur t\u00eb thoshte ai arkitekti. N\u00eb fakt s&#8217;ka fare shije, e si mund t&#8217;ket\u00eb shije nj\u00eb sarkofag monstruoz arkitektural. Personalisht, n\u00ebse t&#8217;i kisha &#8220;kompetencat&#8221; do ta diskualifikoja at\u00eb arkitektin nga loja, kushdo q\u00eb t&#8217;ket\u00eb qen\u00eb. Do ta padisja madje, p\u00ebr nj\u00eb krim t\u00eb till\u00eb arkitektural, p\u00ebr sh\u00ebmtin\u00eb q\u00eb ia pati shkaktuar dhe ende ia shkakton Vjen\u00ebs madh\u00ebshtore, asaj Vjen\u00ebs bukuroshe q\u00eb e dua shum\u00eb &#8211; pata shkruar n\u00eb humoresk\u00ebn time : )<\/p>\n<p>Anyway&#8230; zgjerimi i aeroportit t\u00eb Tiran\u00ebs dhe rind\u00ebrtimi pati rezultuar n\u00eb rritjen e kapacitetit duksh\u00ebm, e k\u00ebshtusoj dhe t\u00eb numrit t\u00eb pasagjer\u00ebve. Vler\u00ebsohet se ishin 1.5 milion pasagjer\u00eb gjat\u00eb v. 2009. Krahasuar me aeroportin e vjet\u00ebr, pas rind\u00ebrtimit nga gjerman\u00ebt numri i pasagjer\u00ebve qe rritur efektivisht. Gjat\u00eb 2016, dmth. 5-6 vite m\u00eb von\u00eb, statistikat e aeroportit flisnin se ishin sh\u00ebrbyer 2 milion\u00eb pasagjer\u00eb.<\/p>\n<p>N\u00ebse arritja dhe tejkalimi i 1-milionshit nga Tirana ishte &#8220;gur-momenti i par\u00eb historik&#8221;, arritja e 2-milionshit do ishte di\u00e7 si &#8220;gur-momenti i dyt\u00eb historik&#8221;. Do vinte dhe gur-momentumi i 3-t\u00eb, para pandemis\u00eb n\u00eb v. 2019 aeroporti i Tiran\u00ebs do i sh\u00ebrbente 3.338.147 pasagjer\u00eb. Pra nga 1.5 milion n\u00eb v. 2009, pas 10 viteve aeroporti do e tejkalohente 3-milion\u00ebshin si rekord t\u00eb vetin, n\u00eb v. 2019.<\/p>\n<p>Pastaj do vinte pandemia dhe kriza, n\u00eb v. 2020 trafiku i pasagjer\u00ebve t\u00eb TIA do binte 60.7%. Se mos vet\u00ebm Tiran\u00ebs do i zvog\u00eblohej fluksi i pasagjer\u00ebve. Mir\u00ebpo edhe faza e v\u00ebshtir\u00eb pandemike do tejkalohej. E qart\u00eb se pas pandemis\u00eb gjith\u00e7ka \u00ebsht\u00eb &#8220;rinisur&#8221;, pun\u00ebt qen\u00eb nisur drejt mbar\u00ebsis\u00eb.<\/p>\n<p>Patjet\u00ebr se \u00ebsht\u00eb bukur n\u00ebse pun\u00ebt dhe p\u00ebrparimet ecin mbar\u00eb. Mir\u00ebpo, le ta shkapurisim pak\u00ebz dhe historin\u00eb. Marr\u00ebveshja me gjerman\u00ebt e v. 2005, mund t\u00eb thuhet se u kuror\u00ebzua me sukses, se ishte koncesion i suksessh\u00ebm. Por me bizneset e aviacionit civil, nuk ishte hera e par\u00eb e shqiptar\u00ebve me gjerman\u00ebt. Gjerman\u00ebt kan\u00eb qen\u00eb prezent q\u00eb nga vet\u00eb &#8220;fillimi&#8221; i aviacionit civil shqiptar.<\/p>\n<p>Mund t\u00eb thuhet (do ishte fare &#8220;korrekte&#8221; p\u00ebr historin\u00eb) q\u00eb aviacioni civil shqiptar zanafill\u00ebn e ka n\u00eb v. 1926, kur linja ajrore gjermane Adria-Aero-Lloyd e fitoi monopolin p\u00ebr linjat e brendshme shqiptare. Duke aluduar se, n\u00ebse pasagjer\u00ebt mungojn\u00eb at\u00ebher\u00eb as biznesi s&#8217;ec\u00ebn, biznesi d\u00ebshton kur s&#8217;ka mjaft udh\u00ebtar\u00eb (psh. edhe gjat\u00eb pandemis\u00eb biznesi pati r\u00ebn\u00eb drastikisht, p\u00ebr arsyet e distancimit q\u00eb i diktonte pandemia).<\/p>\n<p>Koncesioni i v. 2005,\u00a0 marr\u00ebveshja sipas s\u00eb cil\u00ebs do operohej aeroporti i Tiran\u00ebs, p\u00ebr pronar\u00ebt aksional\u00eb do ishte gjithashtu &#8220;monopol&#8221; mbi hap\u00ebsir\u00ebn ajrore t\u00eb vendit. N\u00ebse pala shqiptare e dinin me koh\u00eb, k\u00ebt\u00eb detaj s&#8217;e dim\u00eb&#8230; por her\u00ebt o m\u00eb von\u00eb &#8220;monopolin gjerman&#8221; shqiptar\u00ebt e pat\u00ebn kuptuar. Andaj pat\u00ebn provuar t&#8217;i ndryshojn\u00eb gj\u00ebrat, do kishte negociata p\u00ebr t&#8217;i rishikuar kushtet e kontrat\u00ebs s\u00eb 2005-t\u00ebs.<\/p>\n<p>Me gjas\u00eb edhe gjerman\u00ebt din\u00eb t&#8217;jen\u00eb &#8220;kok\u00ebfort\u00eb&#8221; rreth interesave e veta, p\u00ebr ndryshime kontratash s&#8217;binden aq leht\u00eb. Por as shqiptar\u00ebt s&#8217;pat\u00ebn hequr dor\u00eb, do vazhdonin me iniciativat &#8220;negociuese&#8221;. Si duket, me ankesat se gjerman\u00ebt e kan\u00eb &#8220;monopolizuar&#8221; aviacionin shqiptar, se fluturimet nd\u00ebrkomb\u00ebtare nga Shqip\u00ebria mund t\u00eb zgjerohen dhe t\u00eb shfryt\u00ebzohen m\u00eb mir\u00eb, qeveria shqiptare m\u00eb n\u00eb fund ia pati dalur, gjerman\u00ebt qen\u00eb &#8220;zbutur&#8221;.<\/p>\n<p>N\u00eb v. 2016 u arrit marr\u00ebveshja q\u00eb gjerman\u00ebt ta shesin &#8220;N\u00ebn\u00eb Terez\u00ebn&#8221;, s\u00ebshpejti qe kuptuar se do e blenin kinez\u00ebt, pronar\u00eb dhe operues do b\u00ebheshin kinez\u00ebt. Se ku ishte lev\u00ebrdia e &#8220;nd\u00ebrrimit&#8221; t\u00eb pronarit, ne vet\u00eb s&#8217;e kemi iden\u00eb. Dhe k\u00ebshtu, n\u00eb Tetor 2016 p\u00ebrfundoi blerja 100% e kapitalit t\u00eb aeroportit nga kinez\u00ebt, China Everbright Ltd do b\u00ebhej pronari i vet\u00ebm i aeroportit &#8220;N\u00ebn\u00eb Tereza&#8221;. Kompania kineze e bleu aeroportin si koncesion deri n\u00eb v. 2025 (me 2 vjet zgjatje deri 2027 &#8211; por q\u00eb duhej miratimi i qeveris\u00eb shqiptare, i cili miratim i qeveris\u00eb do pasonte, dhe shit-blerja gjermano-kineze do realizohej).<\/p>\n<p>At\u00ebbot\u00eb, Reuters thoshte se \u00e7mimi ishte i panjohur &#8211; sa pat\u00ebn paguar kinez\u00ebt qe mbajtur paksa &#8220;fshehur&#8221;. Mir\u00ebpo raportet e ofertave t\u00eb m\u00ebparshme sipas Reuters sugjeronin se kinez\u00ebt do i ken\u00eb paguar 90 milion\u00eb $ (p\u00ebr operimin koncesionar t\u00eb aeroportit deri n\u00eb v. 2027). Sipas meje (bazuar n\u00eb ca shifra t\u00eb &#8220;maskuara&#8221; gjermane) blerja kineze e aeroportit &#8220;N\u00ebn\u00eb Tereza&#8221; pati qen\u00eb 100 milion\u00eb $ (~93 milion\u00eb \u20ac).<\/p>\n<p>Se AviAlliance GmbH (dikur Hochtief AirPort) e Gjermanis\u00eb mund ta mbante &#8220;koncesionin&#8221; p\u00ebr vete deri n\u00eb v. 2025, s&#8217;do koment. Ishte pak\u00ebnaq\u00ebsia dhe presioni i shqiptar\u00ebve, andaj gjerman\u00ebt s&#8217;kishin \u00e7&#8217;b\u00ebnin por t&#8217;ua shisnin te drejtat kinez\u00ebve.<\/p>\n<p>N\u00ebse pronar\u00ebt gjerman\u00eb (t\u00eb koncesionit) pohonin se nga v. 2005 (deri n\u00eb shitjen kinez\u00ebve) qen\u00eb investuar 70 milion\u00eb \u20ac, at\u00ebher\u00eb del se dhe vet\u00ebm me shitjen gjerman\u00ebt do i nxirnin nja 23 milion\u00eb \u20ac. E dim\u00eb se do ishin kinez\u00ebt ata q\u00eb e blen\u00eb &#8220;N\u00ebn\u00eb Terez\u00ebn&#8221;, e dim\u00eb se kinez\u00ebt do e blenin aeroportin komb\u00ebtar t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>P\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb histori nj\u00eb kompani kineze arrin zot\u00ebrim t\u00eb plot\u00eb t\u00eb nj\u00eb aeroporti komb\u00ebtar n\u00eb rajonin e Evrop\u00ebs Qendrore-Lindore. Reuters madje e quante &#8220;sukses i madh kinez&#8221;, sipas tyre blerja sh\u00ebnonte investimin e par\u00eb t\u00eb madh nga nj\u00eb kompani kineze n\u00eb nj\u00eb shtet an\u00ebtar i NATO-s. Se kush ishte bler\u00ebsi, kinez\u00ebt s&#8217;e pat\u00ebn p\u00ebrmendur, pat\u00eb shkruar se ishte &#8220;nj\u00eb organizat\u00eb e Europ\u00ebs Qendrore\/Lindore&#8221;. Pra &#8220;N\u00ebn\u00eb Tereza&#8221; po kthehej aty ku dhe duhej t\u00eb ishte prej koh\u00ebsh, n\u00eb &#8220;sht\u00ebpin\u00eb e vet&#8221;.<\/p>\n<p>Nga CAPA, Grupi Kastrati p\u00ebshkruhet si nj\u00eb konglomerat lokal me lidhje t\u00eb forta me qeverin\u00eb. N\u00eb v. 2019 xhiroja vjetore e tyre do i arrinte rreth 730 milion\u00eb \u20ac, e 2019-a do ishte dhe viti i tyre m\u00eb i mir\u00eb historik.<\/p>\n<p>Pas blerjes s\u00eb aeroportit &#8220;kinez&#8221; nga shqiptar\u00ebt, n\u00eb Janar t\u00eb 2021 zyrtar\u00ebt e aeroportit i b\u00ebn\u00eb t\u00eb njohura planet p\u00ebr nisjen e nj\u00eb programi t\u00eb ri investimesh, si pjes\u00eb e ndryshimit t\u00eb kontrat\u00ebs ekzistuese t\u00eb koncesionit. Se pronari i ri koncesional do investoj\u00eb ~100 milion\u00eb \u20ac, investim q\u00eb synon zgjerimin e kapacitetit t\u00eb aeroportit n\u00eb 6 milion\u00eb pasagjer\u00eb vjetor. Investimi do p\u00ebrfshij\u00eb dhe zgjerimin e pist\u00ebs, riparimet e infrastruktur\u00ebs si dhe p\u00ebrmir\u00ebsimet e cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit.<\/p>\n<p>Nj\u00eb muaj m\u00eb von\u00eb, n\u00eb Shkurt 2021 Kuvendi shqiptar e miratoi zgjatjen e kontrat\u00ebs koncesionare p\u00ebr aeroportin, kontrata zgjatej p\u00ebr 13 vite. Pra koncesioni i aeroportit p\u00ebrve\u00e7 se do jet\u00eb &#8220;kastrato-shqiptar&#8221; deri n\u00eb v. 2027, qe zgjatur deri n\u00eb v. 2040.
