Flag of Albania<\/p><\/div>Counties (Albanian: qarqe or qarqet), also sometimes known as prefectures (prefektura or prefekturat), are the first-level administrative subdivisions of Albania, replacing the earlier districts. Since 2000, there have been 12 counties. Since 2015, they have been divided into 61 municipalities, 373 communes, and 2,972 villages. Since its Declaration of Independence from the Ottoman Empire in 1912, Albania has reorganized its domestic administrative divisions 21 times. The current status of the counties is based on the 1998 constitution and was implemented on 31 July 2000. <\/p>\n

The former districts were abolished entirely and replaced with urban municipalities (bashki or bashkit\u00eb) and rural municipalities (komuna or komunat), which further oversaw villages (fshatra or fshatrat) in the countryside. This was revised in 2014, so that the 2015 local elections divided the counties into municipalities (bashki or bashkit\u00eb) at the regional level and administrative units (nj\u00ebsi administrative or nj\u00ebsit\u00eb administrative) for local government.<\/p>\n

Vlor\u00eb County (Qarku i Vlor\u00ebs) is one of the 12 counties of Albania with the city of Vlor\u00eb being the county capital. The county spans 2,706 km2<\/sup> and has a total population of 146,681 people as of 2023. It borders the counties of Fier and Gjirokast\u00ebr, as well as the Adriatic and Ionian Sea. Greece borders Vlor\u00eb to the south. The county has a coastline of 244 km. <\/br><\/br><\/br><\/br><\/p>\n

It is the largest by area and the fifth most populous of the twelve counties, with more than 173,000 people within an area of 3,711 km2<\/sup>. County of Berat (Qarku i Beratit) is a county in the Southern Region of the Republic of Albania. It is the ninth largest by area and the ninth most populous of the twelve counties, with around 140,956 people within an area of 1,798 km2<\/sup>. The county borders the counties of Elbasan to the north, Kor\u00e7\u00eb to the east, Gjirokast\u00ebr to the south and Fier to the west. It is divided into five municipalities, Berat, Dimal, Ku\u00e7ov\u00eb, Poli\u00e7an and Skrapar, with all of whom incorporate 25 administrative units.<\/p>\n
