Komisioni ishte i mendimit se Holandishtja e meritonte mbrojtjen institucionale, nga institucionet t\u00eb cilat dhe mbajn\u00eb p\u00ebrgjegj\u00ebsi p\u00ebr k\u00ebt\u00eb, n\u00eb radh\u00eb t\u00eb par\u00eb nga qeveria, por dhe nga universitetet si bart\u00ebs t\u00eb kultur\u00ebs q\u00eb jan\u00eb, e k\u00ebshtusoj dhe t\u00eb gjuh\u00ebs.<\/p>\n<p>Vet\u00ebm 14 vjet m\u00eb pas, n\u00eb v. 2017 e nj\u00ebjta Akademi (KNAW) i &#8220;h\u00ebngri fjal\u00ebt e veta&#8221;, publikut holandez iu prezantua raporti &#8220;Hollandisht dhe \/ ose Anglisht&#8221;, n\u00eb t\u00eb cilin raport thjesht pranohet q\u00eb Holandishtja dhe Anglishtja n\u00eb arsimin e lart\u00eb dhe shkencor t\u00eb Holand\u00ebs tashm\u00eb ve\u00e7 &#8220;bashk\u00ebjetojn\u00eb&#8221; (pra martes\u00eb s&#8217;\u00ebsht\u00eb nevoja, ama nj\u00ebfar\u00eblloj &#8220;bashk\u00ebjetese&#8221;). Pa\u00e7ka se dihet q\u00eb Anglishtja n\u00eb fakt, p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb tashm\u00eb ve\u00e7 \u00ebsht\u00eb duke luajtur rolin kryesor.<\/p>\n<p>Vall\u00eb &#8220;aq shum\u00eb mund t\u00eb ndryshojn\u00eb gj\u00ebrat n\u00eb vet\u00ebm 14 vjet&#8221;- e kishte shprehur habin\u00eb Andr\u00e9 Keikes n\u00eb shkrimin e vet, 2018, n\u00eb &#8220;fryslan1\/frl&#8221;, me titull ironik &#8220;Mund t&#8217;b\u00ebhet &#8220;Save&#8221; Frizishtja dhe Holandishtja?&#8221;! Ai vazhdon tutje duke na i b\u00ebr\u00eb t\u00eb qarta hujet e &#8220;anglishtimit&#8221;&#8230;<\/p>\n<p>&#8220;Francez\u00ebt, dikur p\u00ebrfaq\u00ebsues t\u00eb gjuh\u00ebs s\u00eb fuqishme t\u00eb elit\u00ebs, po b\u00ebjn\u00eb gjith\u00e7ka brenda mund\u00ebsive t\u00eb veta p\u00ebr t&#8217;vazhduar ta &#8220;ruajn\u00eb&#8221; r\u00ebnd\u00ebsin\u00eb e Fr\u00ebngjishtes nd\u00ebrkomb\u00ebtare (TV5 Monde), por me gjas\u00eb asgj\u00eb s&#8217;mund t&#8217;i b\u00ebj\u00eb ball\u00eb &#8220;anglishtimit&#8221;. Jo vet\u00ebm francez\u00ebt, edhe spanjoll\u00ebt, italian\u00ebt, gjerman\u00ebt&#8230; madje dhe vet\u00eb kinez\u00ebt tani flasin anglisht. Zhvendosja drejt anglishtes \u00ebsht\u00eb b\u00ebr\u00eb prej koh\u00ebsh n\u00ebp\u00ebr kolegjet dhe universitetet kineze. Edhe pse zyrtarisht gjuha m\u00eb e madhe e bot\u00ebs, e folur nga 850 milion\u00eb kinez\u00eb, ata sikur jan\u00eb vet\u00ebdij\u00ebsuar se p\u00ebrjashta Kin\u00ebs pak arrihet me kinezishten. N\u00eb lidhje me k\u00ebt\u00eb, e nj\u00ebjta mund t\u00eb thuhet dhe p\u00ebr frizishten e holandishten.&#8221;<\/p>\n<p>&#8220;N\u00ebse e kujtojm\u00eb Frislanden e viteve &#8217;50 (t\u00eb shek. t\u00eb kaluar), pothuajse gjith\u00e7ka ishte akoma e p\u00ebrqendruar rajonalisht. Ishin kompanit\u00eb lokale t\u00eb energjis\u00eb, kompanit\u00eb e ujit e t\u00eb telefonis\u00eb dhe dyqanet furnizoheshin nga prodhuesit e zon\u00ebs, Frislanda si provinc\u00eb e kishte nj\u00eb ekonomi plot\u00ebsisht t\u00eb menaxhueshme. Praktikisht asgj\u00eb s&#8217;duhej sjellur nga vendet e tjera t\u00eb bot\u00ebs me avion\u00ebt ndot\u00ebs ose me anijet plot me kontejner\u00eb. Mir\u00ebpo, nga ana tjet\u00ebr nuk ishin as dyqanet e llojit &#8220;Action&#8221;, ku sot mund t&#8217;i mbushni plast-shportat me lloj-lloj artikuj &#8220;made in China&#8221;. Gjith\u00e7ka q\u00eb sot e gjeni dhe e bleni &#8220;online&#8221; (n\u00ebp\u00ebr dyqanet internetike) praktikisht mund t&#8217;jen\u00eb artikuj prodhuar kudo, n\u00eb ak\u00ebcilin skaj t\u00eb bot\u00ebs.&#8221;<\/p>\n<p>Nd\u00ebrsa vet\u00eb Akademia Mbret\u00ebrore e Arteve dhe Shkencave (KNAW); n\u00eb parath\u00ebnien e raportit t\u00eb 2017, nga pres. J. van Dijck thuhet:<br \/>\n&#8220;N\u00eb dekadat e fundit, n\u00eb shum\u00eb fusha k\u00ebrkimore anglishtja \u00ebsht\u00eb zhvilluar n\u00eb nj\u00eb &#8220;Lingua franca&#8221;, kjo gjithashtu vlen gjithnj\u00eb e m\u00eb shum\u00eb dhe p\u00ebr arsimin e lart\u00eb. Ky zhvillim ka avantazhe n\u00eb frym\u00ebn e orientimit nd\u00ebrkomb\u00ebtar t\u00eb Holland\u00ebs, e gjithashtu duket se ka nj\u00eb ndikim t\u00eb favorsh\u00ebm n\u00eb cil\u00ebsin\u00eb e arsimit. Nga ana tjet\u00ebr jan\u00eb shfaqur trazira n\u00eb sektor\u00eb t\u00eb ndrysh\u00ebm t\u00eb arsimit t\u00eb lart\u00eb rreth fenomenit t\u00eb ashtuquajtur &#8220;anglishtim&#8221;: ndikimi i mpreht\u00eb n\u00eb rritje i arsimit n\u00eb gjuh\u00ebn angleze n\u00ebp\u00ebr trajnime dhe n\u00eb menaxhimin e institucioneve. Jan\u00eb organizuar takime brenda dhe jasht\u00eb kolegjeve e universiteteve, dhe ka patur debate t\u00eb forta n\u00eb politik\u00eb dhe n\u00eb media. Parlamenti e ka shqyrtuar disa her\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje&#8230; Koh\u00ebt e fundit, nj\u00eb grup veprimtar\u00ebsh madje pati k\u00ebrc\u00ebnuar me nj\u00eb padi kund\u00ebr t\u00eb ashtuquajturit &#8220;anglishtim&#8221;. Ky debat vazhdon p\u00ebr vite me radh\u00eb. S&#8217;\u00ebsht\u00eb as p\u00ebr t&#8217;u habitur, n\u00eb thelb b\u00ebhet fjal\u00eb p\u00ebr vlerat e gjuh\u00ebs dhe t\u00eb kultur\u00ebs holandeze. Ministri i Arsimit, Kultur\u00ebs dhe Shkenc\u00ebs ka deklaruar se Holanda aktualisht \u00ebsht\u00eb n\u00eb nj\u00eb udh\u00ebkryq t\u00eb r\u00ebnd\u00ebsish\u00ebm me debatin p\u00ebr politik\u00ebn gjuh\u00ebsore. Nga nj\u00ebra an\u00eb, njihet r\u00ebnd\u00ebsia e madhe e nd\u00ebrkomb\u00ebtarizimit t\u00eb arsimit t\u00eb lart\u00eb p\u00ebr Holand\u00ebn, por nga ana tjet\u00ebr nuk mohohet shqet\u00ebsimi p\u00ebr brengat e lartp\u00ebrmendura. &#8221;<\/p>\n<p>***<br \/>\nZhvillimet n\u00eb 10-vje\u00e7arin e fundit sa i p\u00ebrket gjuh\u00ebs n\u00eb sektorin e arsimit t\u00eb lart\u00eb dhe atij universitar holandez (kuptohet zhvillime k\u00ebto p\u00ebr t&#8217;ngelur n\u00eb &#8220;hap me hapin&#8221;, p\u00ebr ta ndjekur hapin e globalizmit), ndoshta duhet par\u00eb dhe si &#8220;zile alarmi&#8221; p\u00ebr ta ruajtur me \u00e7do kusht Gegnishten, Tosk\u00ebrishten, Shqipen e vog\u00ebl (n\u00eb krahasim me Kinezishten e madhe, me Anglishten)&#8230; sikur dhe Frizishten e vog\u00ebl.<\/p>\n<p>Jo vet\u00ebm par\u00eb nga aspekti i &#8220;krenaris\u00eb&#8221;, as si shtytje par\u00ebsore p\u00ebr ta ruajtur amz\u00ebn gjuh\u00ebsore (kjo dhe s&#8217;mund t\u00eb tjet\u00ebrsohet assesi, pasi n\u00eb radh\u00eb t\u00eb par\u00eb jan\u00eb impulse natyrale t\u00eb mbijetes\u00ebs) por edhe sepse bota e globalizuar e qart\u00eb se do jet\u00eb totalisht &#8220;uniforme&#8221;, bajate&#8230; monotone!<\/p>\n<p>Vall\u00eb, p\u00ebrndryshe what&#8217;s the point&#8230; t\u00eb anglishtohet gjith\u00e7ka, ku do ngelej bukuria dhe dometh\u00ebnia e asaj premises &#8220;dallimisht nj\u00ebsoj&#8221;, ku do ngeleje bukuria e laryshis\u00eb kulturore n\u00ebse t\u00eb gjith\u00eb frymor\u00ebt e planetit t\u00eb flisnin Kinezisht? Desha ta prek dhe nj\u00eb shembull tjet\u00ebr &#8211; vall\u00eb \u00e7far\u00eb kuptimi na paska Konventa e Trash\u00ebgimis\u00eb Kulturore e ratifikuar nga 191 vende t\u00eb bot\u00ebs, kur rrotull UNESCO ashtu-k\u00ebshtu v\u00ebrtiten 197 vende (bota nuk i ka 699, as 991 shtete)?!<\/p>\n<p>Kahdo t\u00eb rrotullohemi e kemi fjal\u00ebn p\u00ebr &#8220;globalizmin&#8221;. UNESCO n\u00eb faqen zyrtare (e qart\u00eb, dmth. e gjith\u00eb bota, UNESCO \u00ebsht\u00eb institucion global &#8211; 191 vende) thot\u00eb se \u00ebsht\u00eb b\u00ebr\u00eb aq shum\u00eb, se trash\u00ebgimia materiale e kulturore p\u00ebrb\u00ebhet nga 1121 &#8220;pika mbrojtjeje&#8221; t\u00eb trash\u00ebgimis\u00eb s\u00eb njer\u00ebzimit, shp\u00ebrndar aneskaj globit, n\u00eb 167 vende t\u00eb ndryshme.<br \/>\n\u00cbsht\u00eb aq bukur n\u00ebse b\u00ebhet di\u00e7 p\u00ebr mbrojtjen e trash\u00ebgimis\u00eb s\u00eb njer\u00ebzimit. Nga k\u00ebto 1121 &#8220;pika&#8221; t\u00eb krenaris\u00eb, 868 jan\u00eb mbrojtje t\u00eb trash\u00ebgimis\u00eb kulturore, 213 aso t\u00eb trash\u00ebgimis\u00eb natyrore dhe 39 aso t\u00eb trash\u00ebgimis\u00eb s\u00eb p\u00ebrzier (di\u00e7 si kombinim i t\u00eb dyjave).<br \/>\n5 vendet e bot\u00ebs me m\u00eb shum\u00eb &#8220;mbrojtje&#8221; t\u00eb trash\u00ebgimis\u00eb jan\u00eb Italia (55), Kina (55), Spanja (48), Gjermania (46) dhe Franca (45).<\/p>\n<p>P\u00ebrve\u00e7 lokacioneve hedhur n\u00eb List\u00ebn e Mbrojtjes, UNESCO e mbron dhe Memorien Historike t\u00eb Njer\u00ebzimit (Dokumentet), si dhe po ashtu UNESCO ka List\u00ebn e Trash\u00ebgimis\u00eb s\u00eb Kultur\u00ebs s\u00eb Paprekshme. Derisa n\u00eb list\u00ebn e mbrojtjes s\u00eb trash\u00ebgimis\u00eb Shqip\u00ebria deri tani i ka 4-5 lokacione t\u00eb regjistruara (3 kulturore, dhe 2 natyrore), p\u00ebrve\u00e7 k\u00ebtyre Trash\u00ebgimia e Kultur\u00ebs s\u00eb Paprekshme e UNESCO e mbron bie fjala dhe Iso-Polifonin\u00eb Shqiptare.<\/p>\n<p>T\u00eb kat\u00ebr rajonet e Shqip\u00ebris\u00eb s\u00eb Jugut (Lal\u00ebria &#8211; Myzeqeja, Tosk\u00ebria, \u00c7am\u00ebria dhe Lab\u00ebria) i kan\u00eb k\u00ebng\u00ebt polifonike si pjes\u00eb e kultur\u00ebs s\u00eb tyre. Anise nj\u00eb form\u00eb e ngjashme e k\u00ebng\u00ebtimit polifonik \u00ebsht\u00eb identifikuar edhe n\u00eb veri t\u00eb Shqip\u00ebris\u00eb &#8211; sqaron UNESCO.<br \/>\nN\u00eb rregull, dialekti i Lab\u00ebris\u00eb \u00ebsht\u00eb dialekti Lab, i cili \u00ebsht\u00eb i ve\u00e7ant\u00eb p\u00ebr rajonin, apo jo. Dmth. e natyrshme q\u00eb Lab\u00ebt polifonin\u00eb e tyre do ta ushtrojn\u00eb &#8220;lab\u00ebrisht&#8221;, ata s&#8217;do k\u00ebndojn\u00eb as Kinezisht as Anglisht n\u00ebp\u00ebr festivalet e tradit\u00ebs polifonike, q\u00eb nga 1968-a.<\/p>\n<p>Po ashtu dihet q\u00eb muzika, qoft\u00eb e Shqip\u00ebris\u00eb apo e kujtdo vend, \u00ebsht\u00eb pjes\u00eb integrale e identitetit komb\u00ebtar, nj\u00ebsoj si\u00e7 \u00ebsht\u00eb dhe gjuha, si\u00e7 jan\u00eb dhe dialektet. N\u00ebse muzika \u00ebsht\u00eb, vall\u00eb &#8220;gegnishtja&#8221; si dialekt am\u00ebsor nuk qenka &#8220;pasuri kulturore&#8221; e popullit shqiptar, pjes\u00eb integrale e identitetit komb\u00ebtar, po aq sa polifonia muzikore? Vall\u00eb \u00e7far\u00eb kuptimi do kishte Iso-Polifonia n\u00ebse Lab\u00ebt t&#8217;ia krisnin Kinezisht me k\u00ebng\u00ebt e tyre, aneskaj festivaleve t\u00eb Kuqe t\u00eb Kin\u00ebs? Jo pra, lab\u00ebt e din\u00eb se polifonia e tyre ka kuptim vet\u00ebm si pjes\u00eb integrale e Identitetit shqiptar, asesi e identitetit kinez. Ruajtja e gj\u00ebrave t\u00eb zgjedhura dhe unikale t\u00eb popujve ka kuptim p\u00ebr &#8220;globalizmin&#8221;, ama ruajtja e t\u00ebr\u00ebsis\u00eb kulturore t\u00eb popujve ka &#8220;kuptim&#8221; p\u00ebr vet\u00eb popujt.<\/p>\n<p>Natyrisht q\u00eb UNESCO s&#8217;mund t&#8217;i ket\u00eb t\u00eb gjitha &#8220;pjes\u00ebt integrale kulturore&#8221; t\u00eb nj\u00eb populli t\u00eb mbrojtura n\u00ebp\u00ebr Listat e veta, at\u00ebher\u00eb ato e ka p\u00ebr detyr\u00eb t&#8217;i mbroj\u00eb, t&#8217;i ruaj\u00eb e t&#8217;i kultivoj\u00eb vet\u00eb populli. Tosk\u00ebt do ta ruajn\u00eb Tosk\u00ebrishten, Lab\u00ebt do ta ruajn\u00eb Lab\u00ebrishten, banor\u00ebt e Frisland\u00ebs do ta ruajn\u00eb gjuh\u00ebn amtare&#8230; do insistojn\u00eb &#8220;Frysk&#8221;, do provojn\u00eb t&#8217;i b\u00ebjn\u00eb ball\u00eb sa Holandishtes po aq dhe Kinezishtes e Anglishtes&#8230; E edhe Geg\u00ebt e kan\u00eb borxh e detyrim t\u00eb kujdesen p\u00ebr Gegnishten.<\/p>\n<p>Pasi skema &#8220;globalistike&#8221; e UNESCO p\u00ebr fat t\u00eb keq thjesht s&#8217;mund t&#8217;i ket\u00eb t\u00eb gjitha &#8220;pjes\u00ebt integrale kulturore&#8221; t\u00eb popujve n\u00ebp\u00ebr listat e veta. N\u00ebse di\u00e7 nuk figuron n\u00eb list\u00ebn e UNESCO s&#8217;do t&#8217;thot\u00eb se ajo di\u00e7 duhet l\u00ebn\u00eb pas dore a n\u00ebp\u00ebrk\u00ebmbur. Gegnishtja \u00ebsht\u00eb gjysma e gjuh\u00ebs s\u00eb kombit. Dialektet Shqip\u00ebris\u00eb s&#8217;hyjn\u00eb n\u00eb kriteret e UNESCO, s&#8217;hyn as krenaria &#8220;Frysk&#8221; e Frisland\u00ebs, e qart\u00eb! Por kjo s&#8217;do t\u00eb thot\u00eb se Tosk\u00ebrishtja e Gegnishtja nuk qenkan &#8220;integralitet&#8221;, pjes\u00eb integrale t\u00eb identitetit shqiptar.
