Ministri i jasht\u00ebm kroat, n\u00eb t\u00eb nj\u00ebjt\u00ebn m\u00ebnyr\u00eb (pa tender) do lobonte p\u00ebr nj\u00eb kontrat\u00eb t\u00eb dyt\u00eb rrugore, mir\u00ebpo n\u00ebn presionin e B. Evropiane Kroacia i pati braktisur &#8220;negociatat&#8221; p\u00ebr kontrat\u00ebn dhe do ta mbante nj\u00eb tender publik.<\/p>\n<p>M\u00eb von\u00eb, n\u00eb v. 2003 n\u00eb Rumani firma Bechtel negocioi drejtp\u00ebrdrejt me qeverin\u00eb dhe n\u00ebnshkroi nj\u00eb kontrat\u00eb p\u00ebr ta modernizuar rrjetin e autostradave (pothuajse joekzistente) t\u00eb vendit p\u00ebr 2.7 miliard\u00eb $. Projekti qe kthyer n\u00eb nj\u00eb makth 10-vje\u00e7ar p\u00ebr t\u00eb dyja pal\u00ebt, me vonesa, me mosmarr\u00ebveshje dhe me akuza reciproke p\u00ebr korrupsion e keqmenaxhim.<\/p>\n<p>Sipas &#8220;Economist Intelligence Unit&#8221;, Bechtel n\u00eb fund e dor\u00ebzoi 12.5% t\u00eb pun\u00ebs s\u00eb kryer me rreth 64% shpenzime nga \u00e7mimi i kontrat\u00ebs. Kontrata qe anuluar nga Rumania n\u00eb Maj 2013 dhe kryeministri Viktor Ponta do deklaronte se fondet e shtetit do t&#8217;p\u00ebrdoren p\u00ebr t&#8217;i paguar rreth 113 milion\u00eb $ borxhe dhe d\u00ebmtime shtes\u00eb.<\/p>\n<p>[ <strong>Kontrata fitimprur\u00ebrse e Bechtel n\u00eb Shqip\u00ebri &#8211; 400 milion\u00eb $<\/strong> ]<\/p>\n<p>N\u00eb v. 2006 Sali Berisha pati vendosur ta nd\u00ebrtonte &#8220;Autostrad\u00ebn Patriotike&#8221;. Banka Bot\u00ebrore do t&#8217;i ofronte ndihm\u00eb Shqip\u00ebris\u00eb financiarisht p\u00ebr nd\u00ebrtimin e nj\u00eb rruge 2-trak\u00ebshe, e cila do t&#8217;kushtonte rreth 1\/3 e \u00e7mimit &#8211; do kurseheshin rreth 700 milion\u00eb $ t\u00eb fondit publik, ose rreth 5% e GDP s\u00eb Shqip\u00ebris\u00eb. Mir\u00ebpo Berisha &#8220;jo&#8221; thoshte, insistonte autostrad\u00eb me kat\u00ebr korsi, dhe at\u00eb e donte shpejt\u00eb.<\/p>\n<p>Raporti i borxhit publik ndaj GDP do rritej nga 56% n\u00eb v. 2006 (kur rruga qe kontraktuar me Bechtel) n\u00eb 71% n\u00eb v. 2013. Rruga do p\u00ebrfundohej n\u00eb v. 2010, mir\u00ebpo si duket situata financiare e Shqip\u00ebris\u00eb s&#8217;ishte aq p\u00ebr lakmi. K\u00ebshtu q\u00eb Shqip\u00ebria do k\u00ebrkonte huazim nga FMN p\u00ebr t&#8217;i &#8220;lar\u00eb borxhet&#8221;. N\u00eb Mars t\u00eb 2014 FMN ia jep Shqip\u00ebris\u00eb nj\u00eb hua prej 457 milion\u00eb $, pjes\u00ebrisht p\u00ebr t&#8217;i shlyer borxhet e krijuara p\u00ebrmes projektit rrugor me Bechtel.<br \/>\nMarzhi i fitimit t\u00eb Bechtel, me 1 projekt t\u00eb vet\u00ebm ishte aq i &#8220;majm\u00eb&#8221;, rreth 32%, ose 400 milion\u00eb $ &#8211; e qart\u00eb, af\u00ebrsisht aq sa dhe shuma e huazimit t\u00eb FMN-s\u00eb.<\/p>\n<p>[ <strong>Autostrada e Kosov\u00ebs do t&#8217;kushtonte mbi 20% t\u00eb GDP-s s\u00eb p\u00ebr v. 2010<\/strong> ]<\/p>\n<p>N\u00eb Prill t\u00eb 2008 qeveria e Kosov\u00ebs e publikoi tenderin p\u00ebr nd\u00ebrtimin e nj\u00eb autostrade nga Prishtina deri n\u00eb kufirin e Shqip\u00ebris\u00eb (ku do t&#8217;lidhej me autostrad\u00ebn n\u00eb nd\u00ebrtim e sip\u00ebr nga Bechtel). Ambasada e ShBA (n\u00eb Prishtin\u00eb) do t&#8217;lobonte p\u00ebr firm\u00ebn Bechtel (q\u00eb qeveria kosovare ta zgjedhte ofert\u00ebn e saj) &#8211; nj\u00eb praktik\u00eb e zakonshme kjo (p\u00ebrdorimi i &#8220;diplomacis\u00eb) e kompanive amerikane p\u00ebr kontrata n\u00eb vendet e huaja. Promovimi i interesave t\u00eb biznesit t\u00eb kompanive \u00ebsht\u00eb n\u00eb &#8220;portofolin&#8221; e \u00e7do diplomati amerikan. Kritik\u00ebt pohojn\u00eb se tundimi p\u00ebr fitime private mund t&#8217;bie ndesh me interesat e politik\u00ebs s\u00eb jashtme (t\u00eb ShBA), ve\u00e7an\u00ebrisht kur projektet shkaktojn\u00eb d\u00ebme n\u00eb vendet mikprit\u00ebse.<\/p>\n<p>Ambasadori Dell e kishte fuqin\u00eb p\u00ebr t\u00eb ndikuar, n\u00ebse jo p\u00ebr t\u00eb diktuar, vendimet e qeveris\u00eb s\u00eb Kosov\u00ebs, ai ushtroi presion mbi qeverin\u00eb jo vet\u00ebm p\u00ebr ta zgjedhur korporat\u00ebn Bechtel, por dhe p\u00ebr ta n\u00ebnshkruar nj\u00eb kontrat\u00eb me kushte t\u00eb favorshme p\u00ebr Bechtel. Nd\u00ebrkoh\u00eb nj\u00eb koalicion i gjer\u00eb, duke p\u00ebrfshir\u00eb Bank\u00ebn Bot\u00ebrore, FMN, ambasadat evropiane, OJQ-t\u00eb dhe grupe t\u00eb ndryshme e kund\u00ebrshtonin ofert\u00ebn e Bechtel. Shqet\u00ebsim i ve\u00e7ant\u00eb ishte q\u00eb kontrata &#8220;thoshte&#8221; se fatura p\u00ebrfundimtare e projektit do t&#8217;vler\u00ebsohej vet\u00ebm kur t&#8217;jet\u00eb p\u00ebrfunduar e gjith\u00eb puna. Kjo e linte hapur mund\u00ebsin\u00eb q\u00eb kostot e vler\u00ebsuara t\u00eb rriteshin deri &#8220;n\u00eb qiell&#8221;.<\/p>\n<p>Firma britanike (p\u00ebr drejt\u00ebsi nd\u00ebrkomb\u00ebtare) &#8220;Eversheds&#8221; gjithashtu do ta k\u00ebshillonte klientin e vet (Kosov\u00ebn) q\u00eb t&#8217;mos e n\u00ebnshkruaj\u00eb kontrat\u00ebn me Bechtel. Eversheds pati gjetur se oferta e Bechtel nuk ishte n\u00eb p\u00ebrputhje me ftes\u00ebn p\u00ebr tenderin sepse nuk p\u00ebrfshinte \u00e7mimin fiks dhe as dizajnin specifik. Termat dhe kushtet e kontrat\u00ebs &#8220;nuk pasqyrojn\u00eb nj\u00eb marr\u00ebveshje t\u00eb mir\u00eb p\u00ebr qeverin\u00eb e Kosov\u00ebs&#8221; do t&#8217;konkludonte Eversheds.<\/p>\n<p>Jane Armitage, koordinator rajonal i Bank\u00ebs Bot\u00ebrore p\u00ebr Evrop\u00ebn Juglindore, do ta paralajm\u00ebronte Tha\u00e7in se plani i autostrad\u00ebs &#8220;nuk duket i q\u00ebndruesh\u00ebm ekonomikisht, dhe se p\u00ebrdorimi i mir\u00eb i fondeve t\u00eb varf\u00ebra publike k\u00ebrkon oferta t\u00eb hapura dhe transparenc\u00eb, k\u00ebrkon ndarje efektive t\u00eb rreziqeve dhe detyrime t\u00eb kufizuara financiare &#8220;. Ajo do t&#8217;paralajm\u00ebronte gjithashtu se detyrimet financiare t\u00eb hapura &#8220;mund t&#8217;ndikojn\u00eb negativisht n\u00eb performanc\u00ebn makro-ekonomike, madje t\u00eb \u00e7ojn\u00eb deri n\u00eb destabilizimin e nj\u00eb ekonomie t\u00eb vog\u00ebl&#8221; (si\u00e7 ishte ekonomia kosovare).<\/p>\n<p>P\u00ebrkund\u00ebr t\u00eb gjitha paralajm\u00ebrimeve, qeveria e Kosov\u00ebs e n\u00ebnshkroi kontrat\u00ebn me Bechtel n\u00eb Prill 2010. Ambasadori Dell ishte i pranish\u00ebm n\u00eb ceremonin\u00eb e n\u00ebnshkrimit t\u00eb kontrat\u00ebs.<\/p>\n<p>Nj\u00eb raport i FMN-s\u00eb (v. 2012) thoshte se autostrada ushtron presion &#8220;t\u00eb konsideruesh\u00ebm mbi buxhetin e Kosov\u00ebs dhe se mund t\u00eb paguhet vet\u00ebm pjes\u00ebrisht p\u00ebrmes deficiteve t\u00eb larta, si dhe me zvog\u00eblim t\u00eb madh t\u00eb shpenzimeve tjera t\u00eb r\u00ebnd\u00ebsishme&#8221;; k\u00ebto shpenzime, p\u00ebr ta paguar autostrad\u00ebn, p\u00ebsuan zvog\u00eblim prej 48% p\u00ebr secilin prej 3 viteve t\u00eb fundit t\u00eb nd\u00ebrtimit. Me fjal\u00eb t\u00eb tjera, projekti thithi burime financiare q\u00eb mund t&#8217;ishin destinuar p\u00ebr nd\u00ebrtimin e shkollave dhe spitaleve; gjithashtu u lan\u00eb pas dore rrug\u00ebt lokale, 95% e t\u00eb cilave jan\u00eb n\u00eb gjendje t\u00eb dob\u00ebt ose shum\u00eb t\u00eb dob\u00ebt, m\u00eb t\u00eb k\u00ebqijat n\u00eb Ballkan &#8211; sipas Bank\u00ebs Bot\u00ebrore.<\/p>\n<p>&#8220;<strong>Ishte nj\u00eb humbje kolosale e parave t\u00eb pakta publike<\/strong>&#8221; &#8211; Zyra Civile Nd\u00ebrkomb\u00ebtare<\/p>\n<p>P\u00ebrfitimet e premtuara ekonomike t\u00eb autostrad\u00ebs kosovare n\u00eb realitet do d\u00ebshtonin t\u00eb materializohen. Autostrada p\u00ebrdoret m\u00eb pak se 1\/3 e kapacitetit t\u00eb saj. N\u00eb v. 2013 vet\u00ebm 1 n\u00eb 7 kosovar\u00eb posedonte makin\u00eb, Kosova e kishte nivelin m\u00eb t\u00eb ul\u00ebt t\u00eb pron\u00ebsis\u00eb s\u00eb automjeteve n\u00eb Evrop\u00eb. P\u00ebrqindja e eksporteve t\u00eb Kosov\u00ebs n\u00eb Shqip\u00ebri qe rritur nga 10.4% (v. 2010) n\u00eb 14.9% n\u00eb v. 2013. P\u00ebrqindja e importeve t\u00eb Kosov\u00ebs nga Shqip\u00ebria qe rritur nga 3.2% vet\u00ebm n\u00eb 4.5% (Agjencia e Statistikave t\u00eb Kosov\u00ebs).<\/p>\n<p>Autostrada u p\u00ebrfundua n\u00eb N\u00ebntor 2013, do kushtonte afro 1.3 miliard dollar\u00eb. Padyshim ishte projekti m\u00eb i shtrenjt\u00eb i pun\u00ebve publike n\u00eb historin\u00eb e Kosov\u00ebs. P\u00ebrkund\u00ebr kontradiktave t\u00eb vazhdueshme rreth projektit t\u00eb autostrad\u00ebs, firm\u00ebs Bechtel iu dhurua dhe nj\u00eb peshqesh-kontrat\u00eb e dyt\u00eb n\u00eb Kosov\u00eb, p\u00ebr nd\u00ebrtimin e autostrades prej 65.5 km nga Prishtina n\u00eb kufirin me Maqedonin\u00eb.<\/p>\n<p>[<strong>Autostrada &#8220;Arb\u00ebn Xhaferi&#8221; do kushtonte ~843 milion\u00eb dollar\u00eb, punimet do fillonin n\u00eb v. 2014, p\u00ebrfunduar n\u00eb v. 2019<\/strong> &#8211; <em>sh\u00ebn. im<\/em>]<\/p>\n<p>***<br \/>\nAmbasadori Dell do largohej nga Prishtina n\u00eb v. 2012, deri n\u00eb Tetor 2013 do ishte &#8220;diplomat&#8221; diku tjet\u00ebr, pastaj s&#8217;do punonte m\u00eb n\u00eb &#8220;diplomaci&#8221;, as p\u00ebr Departamentin e Shtetit.
